Is the b+w 77mm UV haze MRC 010m filter a polarizer?

The B+W 77mm UV Haze MRC 010M Filter is simply a UV protection filter. It is not a polarizer. UV filters and polarizer filters have totally different usages. A UV filter filters out ultraviolet light from your image, and in some cases, may remove atmospheric haze.

Does the Hoya UV filter produce refractions?

The Hoya UV will produce refractions. I regret to have bought the hoya filter instead of the B+W and will soon swap it by a B+W. B+W is much easier to screw and unscrew (piping principle brass and aluminium match better than the Hoya aluminium with the aluminium of the lens mount).
